Summary:Research in the area of educational reform shows a pattern of failure, with poor implementation of new approaches and few enduring results. Quality Management has been successfully practiced in education, resulting in fundamental, comprehensive, and lasting change. National and state awards such as The Texas Quality Award, initially focused on business, have recognized the applicability of quality practices in education and expanded their scope to encompass educational organizations. In 1991, the Brazosport Independent School District in Brazosport, Texas faced deteriorating state test scores in several schools, particularly those with a high population of economically disadvantaged students. The district elected to apply the philosophy, tools, and methods of quality management as a means to raise test scores through improvement of its instructional processes. In 1997, Brazosport applied for and won the Texas Quality Award, becoming the first and, to date, only school district in the state to receive this honor. The purpose of this study was to analyze and document the approach and deployment of quality management at Brazosport ISD. The study also provides an analysis of the outcomes and implications for continuous improvement in a public school system. The research for this study followed the guidelines to conduct data analysis and develop grounded theory in a naturalistic paradigm as laid out by Glaser and Strauss. Purposive sampling was used to maximize information attained using structured interviews conducted by the researcher. The findings of the study revealed a school district that successfully transformed its approach to education, redirecting its goals to assure the success of every student. These changes were the direct result of its adaptation of quality management practices. Superior test results and recognition through the Texas Quality Award strongly validated the success of its new methodology.
