| Summary: | From 1919 to 1921 the United States Navy modified its system of procuring aircraft to meet its own needs with the creation of the Bureau of Aeronautics. The Navy undertook this change in its bureaucratic structure because of external pressure from the aviation industry and proponents of an independent air service, notably Army General William Mitchell. While the new bureau satisfied the Navy's needs, the air service enthusiasts and aircraft industry representatives remained dissatisfied with aviation's development and appealed to Congress to institute a change in national aviation policy. Due to this influence, Congress authorized a Select Committee of Inquiry, the Lampert Committee, to investigate the nation's aviation policy, both civil and military. Concerned about the outcome, President Calvin Coolidge appointed his own board of inquiry, the Morrow Board. The reports of these two groups were presented to Congress in late 1925 and led to the passage of the Naval Aircraft Expansion Act of 1926 which authorized a five year naval aircraft procurement plan and an Assistant Secretary of the Navy for Aviation. This bill provided stability for b0th naval aviation and the aircraft industry and allowed b0th to develop prior to the Second World War. |
