| Summary: | This study provides descriptive information on the people and job tasks supporting the implementation of Air Force instructional systems development (ISD). Computer-administered occupational surveys were completed by 1,902 personnel from the Air Force Education and Training career specialty. A panel discussion rating process was used to assign 150 ISD job tasks from the occupational survey to the analyze, design, develop, implement or evaluate functions of the Air Force ISD model. Hierarchical cluster analysis showed that 85 respondents were primarily involved in ISD job tasks. These personnel perform an average of 97 job tasks from the 430-item occupational survey task inventory. Sixty-eight percent of these job tasks are directly related to ISD. Respondents are relatively senior in terms of total Air Force experience, but have only moderate experience in the career specialty and relatively little time in their current job. Forty-eight percent of respondents report less than four years experience in applying the functions of ISD. However, these individuals are well qualified to perform their job. Seventy-three percent have achieved formal job certification at the ''craftsman'' level and have completed, on average, four formal courses that provided significant ISD instruction. In addition, 72% of respondents have earned their Associates in Applied Sciences Degree. Respondents are located across 39 Air Force installations and tend to be geographically and organizationally isolated from their peers. The bulk of respondents work as curriculum developers and instructors. Respondents are generally satisfied with their work. On average, job time is distributed across the five functions of the Air Force ISD model as follows: 14% in analysis, 17% in design, 20% in development, 8% in implementation and 21% in evaluation. Curriculum developers generally spend more time in the analyze and design functions of ISD while instructors spend more time in the implement function. Personnel with high ISD experience tend to spend more time in the implement function. The data under this study are descriptive and should be used primarily for reference and decision making support. Several issues identified from analysis are recommended for further action. Recommendations are also provided to improve the current study. |
