Summary:Economic impacts of the Texas bay shrimp fishery Microfilm Inc. limited entry program are analyzed by examining two intel-related issues. First, an econometric forecasting model capable of estimating fishing costs for individuals in the shrimp fishery is developed using previous survey data taken at different times and from different areas within the gulf. This forecasting model is capable of estimating costs and returns for bay shrimp fishermen, on a per trip basis, using information contained in the National Marines Fisheries Service landings tiles and from other secondary sources. Annual industry level costs are then obtained by aggregating per trip costs. This methodology is transferable to other fisheries that have previous cost surveys to develop models for cash costs. Second, a submodel to the general bioeconomic fisheries simulation model (GBFSM) which incorporates license limitation, burbank, and limitations on increases in capital investment by fishermen in the Texas bay shrimp fishery is developed. The submodel uses cost and returns data generated from the econometric forecasting model to generate returns to the Texas bay shrimp harvesting industry under the current limited entry program, as well as under a number of alternative limited entry management scenarios. Industry level information generated from GBFSM is used to forecast the impacts of the limited entry program on the overall economies of coastal communities and the state. Impacts are estimated using IMPLAN, a regional community impact model. Under the current program positive industry level rents will not occur and excess capacity in the fishery will not be removed until year 16. Raising the surcharge on bay licenses from $25 to $75 decreased the time necessary to obtain positive rents and remove excess capacity to nine years. Additional $50 increases up to $175 reduced this time span by two years for each incremental increase. If additional donated funds from concerned third parties are included for license burbank during the first five years, the amount of time to obtain positive rents is reduced to three years. Input-output analysis indicates that raising license statewide economies over the base scenario.
