|a The purpose of this study was to determine and compare film Inc. the perceptions between secondary administrators and selected secondary teachers of teacher involvement in state-mandated site-based decision making in the Conroe Independent School District. Forty questions from the Teacher Involvement and Participation Scale, Version 2 survey were analyzed. Five dimensions of shared decision making as mandated in Texas by Senate Bill 1 in 1990 were measured: planning, budget, curriculum, staffing patterns and school organization, and staff development. Descriptive and inferential statistics were used throughout the study. A one-way analysis of variance and a Mann-Whitney U test were used to determine statistical significance. The data revealed that secondary administrators perceived teachers were more involved in site-based decision making than teachers perceived themselves to be for all questions in dimensions of planning, budget, and Stall development.In the Curriculum Dimension, teachers perceived more teacher involvement in five of ten questions. These questions included teachers having authority to adjust and initiate changes in the school's curriculum, serve on district-wide committees to coordinate curricula, determine the classroom instructional activities, and monitor the effectiveness of curricula. In the dimension of staffing patterns and school organization, teachers perceived themselves to be more involved in plans to improve building facilities. A parallel study was completed by Patricia A. Nichol, a doctoral student at Texas A&M University, in December, 1998. This unpublished record of study compared the perceptions of elementary school administrators and selected teachers of teacher involvement in state-mandated site-based decision making in the Conroe Independent School District. Some recommendations for future research include the development of a plan for staff development for more effective practices of site-based decision making, and the development of supplemental survey questions aimed at Texas site-based decision making.
