Summary:extent to which the Gallup Principal Perceiver was associated with the Career Plan 3600, a [] survey based on the National Policy Board for Educational Administrations 21 knowledge and skill domains of the principalship. This study was undertaken among principals participating in the Texas Mentor School Network. Measures of the prediction of talent and the individual principal level and served as the aggregated at variables measured in the study. Correlations of Principal Perceiver theme and total scores with the Career Plan [] measures were determined. Additional analysis rater group responses were conducted to examine differences in perceptions of principal performance. The major results of the study revealed, with the exception of the supervisory rater groups, there was no consistent pattern from one rater group to the next and no relationship between the Gallup Principal Perceiver and the Career Plan 3600. The major conclusions of the study were: The relationships by pattern and self-perception of skill were scattered and the role perceptions by others, with the exception of peers, revolved around 1 theme.The Principal Perceiver, the [] or both do not measure what they purport to measure or may not do it discreetly enough. The Principal Perceiver seems to be selecting principals who get positive ratings from their superiors however; not everyone saw the principals' performance the same as the superiors.Ability may not be the best predictor of performance at least as the NPBEA defines performance. Recommendations of the findings of this research suggest: The use of the Principal Perceiver as a selection instrument may have no relationship to actual performance other than satisfaction by supervisors. The use of perception surveys as a measure of complex interrelated behaviors may well yield results, which are unreliable estimates of the phenomena under investigation. The effectiveness of perception-based instruments is limited to the extent that they measure only the perception of performance, which may not be indicative of actual performance.
