Summary:Metric conjoint analysis was used to understand the
management preferences of members of The Bullish
Foundation who responded to a mail survey. Respondents
evaluated sixteen potential management regimes defined
by two levels each of six different management
measures the NMFS was considering as options for
amending the 1988 Fishery Management Plan for Atlantic
bullish. The management regimes presented to
respondents represented sixteen of sixty-four possible
combinations of the attributes and their levels.
Respondent evaluation choices were most influenced by
the management measures concerning "Tournaments'' and
"Hook Restrictions,'' which ' accounted for an
average influence of 39% and 21%, respectively, of TBF
member evaluation choices. TBF members preferred
.'mandatory no-kill tournaments' over 'no new
tournament specific regulations' and 'limiting rigs
and lures to a single hook only' over .no restrictions
on the number of hooks used. ' Maximum utility was
used to rank the sixty-four potential management
regimes in terms of respondents' estimated preferences
for each. Interestingly, TBF members appeared to
prefer the most restrictive management regime that
could be constructed from the different levels of the
six management measures. Finally, this study discusses
the potential of conjoint analysis in determining
constituent preferences for recreational fishery
management options. It is concluded that conjoint
analysis has much potential in the field of fishery
resources management and could enhance managers'
ability to advocate management regimes that achieve
biological objectives while also maximizing
constituent satisfaction.
