| Summary: | The purpose of this research was to identify and prioritize critical leadership roles and responsibilities of the 21st century superintendent. A Delphi panel of 25 women superintendents was nominated and selected to participate in the study. Through a series of three rounds, employing reiterative questionnaires, the panel moved toward consensus on the priority ratings of 34 critical leadership responsibilities and nine leadership roles for the immediate future (0-5 years) and the distant future (10-20 years). The priority ratings were computed, and a mode for each was calculated. Members who were unable to move toward consensus were asked to write a minority report. The data collected is reported in six tables that detail the rank order of the critical leadership roles and responsibilities for each period, the percentage of consensus on each item, the movement toward consensus from Round Two to Round Three, and minority reports. The roles and responsibilities enumerated by these women superintendents reflect the current literature on changes occurring in Americas schools. The superintendents wrote of collaborating, sharing decision-making, breaking down educational jargon, building understanding, and building consensus. Superintendents in the immediate and distant future are expected to be visionary leaders who are change agents. In the distant future the role of instructional leader becomes very important. The idea of public schools in competition with schools of choice led the panel members to forecast the role of Public Relations Expert to market and sell schools. Recommendations emanating from this study centered on emphasizing course offerings in budgeting and finance, public relations, marketing, organizational leadership, and instructional leadership. Several recommendations were made concerning the staff development and continuing education role of state and national organizations for administrators. Certification standards were also addressed. Implications for further research included a survey of university syllabi to determine current course offerings in the identified critical leadership areas; a comparison study as forecast by a Delphi panel of male superintendents; and a survey of school principals to determine level of consensus with the identified critical areas derived from this study. |
