| Summary: | The purpose of this study was to determine what factors influenced the voters' decision during the October 1, 1994 Conroe Independent School District(CISD) Bond Referendum. Questionnaires were sent to 400 randomly selected voters who voted absentee/early in the October 1, 1994 CISD School Bond Referendum during the summer of 1995. Personal interviews were conducted during the fall of 1995 to gather further data. Twenty of the twenty-six factors present during the October 1, 1994, CISD School Bond Referendum were found to be significant influences on voter approval. Those factors included: the opportunity for early/absentee voting, trust in the CISD School Board, trust in the CISD administration, trust in CISD in general, the involvement of school personnel, personal endorsements and endorsements from the chambers of commerce, the growth in student population, having children in CISD, having detailed information about the bond referendum, information comparing surrounding school district's tax rates, previous school bond follow-through, information on the cost increase for the average home in CISD, government compliance needs, the use of a public relations campaign, campus activities to promote the needs of bond passage, community participation in the bond referendum, parent participation in the bond election, the consequences of a failed bond referendum, the theme "Taking Hold of the Future ... A Plan for our Students to the Year 2000", and the presence of long range planning. The six factors that were not found to be significant influences on the voters were: the influence of the CISD Facility Planning Committee, previous CISD tax cuts, previous cost cutting measures in CISD, the focus on the needs of all of the students in CISD, voting on a single issue, and having children formerly in CISD. Prior research supported the influence of the findings of the present study. One area of research that is void of data is the effect of early/absentee voting opportunities. The findings of the present study support the assumption of the positive influence of early/absentee voting opportunities. |
