Summary:The education system is faced with the challenge of expanding
services and practices to a culturally diverse population.
Understanding parents from culturally diverse backgrounds
with a child with a disability and the role that they play in
their children's education is particularly important because
of the disproportionately high number of students from
minority backgrounds participating in special education
programs. The present study compared Anglo-American parents
and African-American parents with a child with a disability
in participation in special education decision making and
level of satisfaction with the special education decision
making process. A sample of 11 African-American parents and
13 Anglo-American parents participated in this study. The
subjects were solicited by an educator in the school that
volunteered to participate in the study. The participants
completed the Education Planning and Placement Committee
Questionnaire, allowed observation of the ARD meeting for
their child, and participated in an interview. Results
indicate statistically significant differences between groups
on the number of comments made during the ARD meeting. The
interview yielded four categories of importance for parents:
contact with the school and teachers; accessibility of the
teachers for providing information to parents; quality of the
teachers; and structure of the ARD meeting. The findings are
discussed as they relate to culturally diverse families and
educators.
