| Summary: | The purpose of the study was to examine, compare role perceptions, understand, and gain insight into the role of the community college's contact person in the implementation of and compliance with the requirements for federal grants to community colleges in Texas. This study examined and compared the role perceptions of the community college's contact person as perceived by the Director of Federal Projects of the Texas Higher Education Coordinating Board, and the incumbent contact person and the chief college administrator at selected community colleges in Texas. The objectives of the study were to (1) describe the characteristics of the community college contact person, (2) describe the context of the situation for the interaction with the Director of Federal Projects of the Coordinating Board and their respective chief administrative officer at the institution, (3) examine and compare the role of the community college contact person as perceived by the Director of Federal Projects of the Texas Higher Education Coordinating Board, and the incumbent contact person and their respective chief administrative officer. The statewide demographic survey of the contact persons for 49 community colleges collected information on the contact person's position or office, primary duty and responsibility, administrative supervisor, length of service, organizational/job descriptions, time management, education, experience in education, and experience in an occupation. A review of documents and records at the Coordinating Board and in the offices of the interviewees revealed that a job description for contact persons did not exist prior to the study. Indepth interviews at six community colleges compared the perceptions of interviewees in categories that included: position or office, education, experience,, personal attributes, interpersonal skills, role-set, external influences, expectations, communication, compliance, change, and the mission of the community college. The study concluded chief administrators is a unique for model institutions. In general, the contact persons and the Director of Federal Projects share similar expectations, and the contact persons and the administrators share similar expectations of the role of the contact person. Six recommendations emerged from the study: three for research and three for practice. |
