Abstract:The primary purpose of this study was to determine the state of Site-based Decision Making in the State of Texas as determined by the impressions and opinions of the principals in said state. The study looked at the philosophical understanding of principals of Site-based Decision Making (SBDM) precepts; the levels of implementation of House Bill 2885 and Senate Bill 1, which are state mandates regarding Site-based Decision Making (SBDM) in Texas; and the relationships that existed between the campuses and their central offices in regards to Sitebased Decision Making (SBDM). A random sample of 3 50 Elementary and Secondary principals, as of the 1992-93 school year, were surveyed to acquire the data. Of the 360 principals surveyed, 288 returned usable questionnaires. This resulted in an 80% return rate. Data analysis consisted of a comparison of standard deviations, means and frequencies. The data gathered indicated a level of readiness that was adequate for implementing Site-based Decision Making, but a lack of central office support for insuring its success. The written comments of many of the principals indicated a real concern that Site-based Decision Making (SBDM) would not be implemented fully as mandated by law. Recommendations were that additional studies should be performed that would look at central office perceptions; parent perceptions; student perceptions; and the effectiveness of Site-based Decision Making (SBDM) on student achievement.
