Abstract:A methodology was developed for determining underlying causes of conflict between Texas Committee on Natural Resources (TCONR) and the United States Forest Service (USFS) in Texas. The 1982-86 southern pine beetle epidemic in Texas was a case study. Court documents from litigation between the USFS and TCONR were analyzed to ascertain the basis of the conflict. This led to research on the underlying values of foresters and environmentalists. In order to discover the underlying values unique to TCONR, TCONR rhetoric was analyzed. With the knowledge gathered from the analyses, a conflict mediation effort was attempted, and a conflict management strategy was developed.
