Text this: Report of the Committee on the Judiciary, on a message from the President, requesting the advice of the Senate as to the meaning of the first clause of the sixth article of the constitution, in regard to the reappointment of officers of the regular and provisional army and navy, appointed during the existence of the Provisional Government, and confirmed by the Provisional Congress.
