Abstract:This study uses a continuation rate methodology for studying the behavior of tenure in Congress, modifying a long-established research approach that has been fruitfully applied in labor market studies of unemployment spells. The study also conducts a theoretical and empirical investigation of the commonly-used proxies for the completed tenure of congressmen to see if they are able to provide reliable estimates. The study continues by analyzing the future impact of prospective term limitation laws as compared to the status quo. In particular, we will be concerned with the effect of term limits on the seniority and party structure of the House. The study concludes by analyzing the role of voluntary departures in the decision that a congressman faces in every election cycle. That decision is formally modelled and the variables that affect those decisions are estimated.
