| Abstract: | The primary purpose of this study was to trace the impact of Outcome-Based education in terms of implementation of the established criteria, as defined by William Spady and others. In order to trace this impact, this study (1) attempts to determine whether implementation of the established criteria by network members is of a greater degree than nonmembers and (2) whether membership increases the degree of implementation. If implementation is different, is it Outcome-Based education or other factors that affect implementation? The population of this study consisted of 150 members of the national network, 75 nominated nonmembers of the national network, and 75 Texas nonmembers. Sixty-nine percent of the members, ninety-two percent of the nominated nonmembers, and seventy-seven percent of the Texas nonmembers responded. The data was compared and analyzed by a summary of response, percentage of response, comparison of mean response and variance, a One Way Analysis of Variance and Scheffe's procedure. Findings: The Texas nonmember population reported the greatest degree of implementation and member schools reported the greatest degree of planned implementation. Member school response reflected the least amount of variance while Texas nonmember responses reflected the greatest amount of variance. Conclusions: While membership in the national network illustrates an awareness of the philosophical basis of O.B.E., membership, in itself, does not increase the extent to which the established criteria is being implemented. With Texas responses serving as an indicator, schools within states that have enacted extensive legislative reform are implementing many of the operational characteristics of Outcome-Based Schools. Nationwide, the Effective Schools movement involve many of the same practices as Outcome-Based education. |
