Abstract:	A public choice model is used to explain the decline in the real AFDC transfers and combined AFDC and Food Stamp transfers that has occurred since the early 1970's. The theoretical results suggest that the decline may be due to an increase in the marginal cost of income redistribution that results from the negative income tax feature of the Food Stamp program and the increase in federal tax that is required to finance the Food Stamp program. Other institutional features, such as matching grants and tax exporting are also accounted for in the analysis as well as the interaction between income transfer programs and the Medicaid program. The hypothesis that the introduction of the Food Stamp program has lead to the decline in real income transfers is analyzed with a pooled data set of the years 1966 through 1983 and a cross section of all participating states. Econometric results suggest that a dollar increase in the Food Stamp guarantee leads to a fifty cent reduction in the AFDC transfer.
