Abstract:This naturalistic inquiry sought to discover the entry level training considered necessary for Texas Law Enforcement Officers to prepare them for their role with children and youth. Constituencies within Texas representing juvenile probation, juvenile corrections, juvenile court, public education, criminal justice education, youth advocacy, social services and law enforcement were identified as significant for determining the needed training. It was anticipated that each constituency would provide a particular insight into police work with children and youth. An advisory group, representing each of the significant constituencies was selected and interviewed. The advisory group nominated other representatives within these constituencies to be interviewed also. The advisory group participated in planning, reviewing and analyzing the findings from the individual constituencies and the combined constituencies. The viewpoints expressed by the significant constituencies were recorded, analyzed, and compared with existing practice, written policy and the philosophical and legal parameters of juvenile justice in Texas. The major consensus that emerged was that there is a clear need to require entry level training that would prepare officers for their profuse and complex responsibilities regarding children and youth. The study also found that there was a considerable difference between the expectations of the constituencies concerning what training should be required and what is currently required. The constituencies represented in this study generated a list of skills, competencies and knowledge considered needed by law enforcement officers for their role with children and youth. A list of topics that could be used in required entry level training was also generated. A major recommendation of this study is to modify the existing basic course required for licensure of Texas officers by the Texas Commission on Law Enforcement Officer Standards and Education, so that youth-related information is incorporated in the majority of topics presented.
