| Summary: | This record of study involves an investigation of flood related problems and the development of policy guidelines for use by cities 1n Central Texas. An overview of flooding causes and consequences is noted. With the increasing hazards of adverse flooding effects, communities have a serious obligation to minimize the costs associated with flooding. A review of legal issues associated with flood plain regulation illustrates that opportunity does exist for vigorous management techniques. Existing methods of flood plain management are analyzed for several Texas communities to determine the extent and success of current management techniques. Similar work in the communities of Kansas City, Missouri; Louisville, Kentucky; and a number of the communities within the Tennessee Valley Authority jurisdiction are also included to illustrate a variety of different approaches to deal with flooding problems. In efforts to mitigate the growing flood problem, the study recommends working in harmony with the natural environment. Steps to accomplish this goal are proposed. Particular emphasis 1s placed on incorporating flood plain management principles in the comprehensive planning process to fit local situations and the calculation of maximum flood levels based on future growth estimates. Emphasis is also directed 1n reducing the complexity and area of land use controls. |
