Abstract:The vast array of evaluation models (or processes of evaluation) which have been developed for the evaluation of social programs has led to confusion. Amidst all of this confusion remains the fact that a very important aspect of social-action programs, especially of pilot projects, is evaluation. Many of the problems inherent in any evaluation have to do with which of the many available models should be selected to guide the evaluation. When forced to accomplish program evaluation; program personnel have often been loathe to select one model above all others. One consideration in this issue has been the fact that few of the available models have undergone any type of extensive testing. One of these models, the Systems-Process (SP) Model for Program Evaluation, was evaluated in this research project as it was applied to a specific rural development program in Texas, the High Plains Manpower Development Project (HPMDP). Recognizing the interlockings and parallels between evaluative models and rural development programs (the HPMDP in particular), three primary objectives were developed for this study. They were as follows: 1. To test the actual utility of the SP Model through its application to the HPMDP. 2. To draw conclusions as to the effectiveness of the SP Model in an actual program evaluation situation. 3. To make recommendations, as necessary, toward improving the SP Model for future utilization in social action programs. These recommendations were to be based on data acquired from Objectives 1 and 2 above..
