Summary:The purpose of this report is to analyze the effectiveness of the Waco Commission on Environmental Quality in addressing the environmental concerns of the City of Waco. It is hoped that this case study of a citizen's environmental commission will benefit other cities with similar commissions in existence, or who may be considering the formation of such a commission. A survey of the literature concerning the environmental movement of the early 1970s and interviews with key persons involved in the formation of the Waco Commission served as the basis for identifying the social, economic, and political forces at both the national and local levels which lead to the formation of the Commission. An analysis of the Commission' s structure and role was conducted based on demographic data and a critical review of the resolution which established the Commission. Local environmental concerns were identified from citizens surveys and an evaluation of the Commission' s effectiveness in meeting these concerns was carried out based on data collected over a five-year period during which the author served as staff assistant to the Commission. Finally, a comparative analysis of the Waco Commission on Environmental Quality and its prototypes in Austin and Dallas was conducted based on information gained from personal interviews with key staff personnel in Dallas and Austin, a review of local ordinances, and an examination of various reports produced by each of the three citizens' groups. Based on the above information, the three citizens' environmental groups were compared as to structure and role. The Waco Commission, like those in Austin and Dallas, was formed during the early 1970s at the peak of a broad based citizens' environmental movement. Since that time many of the principles espoused by the movement have been adopted by federal, state, and local governments, resulting in a decline in direct, large scale citizen involvement. As a result of this change in the political climate, citizens' environmental commissions seem to be moving toward assuming a larger role in the comprehensive planning process by participating as advisory committees to local city planning commissions.
