Summary:This study was commissioned by the city of Garland, Texas, to provide data and recommendations relative to the delivery of existing social services, the desirability of new programs, and the location and the coordination of delivery facilities. A program inventory and a needs assessment were developed from information obtained by interviewing all local social service providers and knowledgeable community leaders. A random sample of the population of a census tract designated by municipal officials was also taken to evaluate existing service delivery and to solicit public opinion about the desirability of expanding and/or modifying the present service delivery network. The census tract chosen is primarily made up of low to moderate income families and was selected because officials had earlier adopted a policy requiring phased implementation of a social service delivery system beginning in those neighborhoods where residents exhibit the most acute and chronic needs. In addition to the community wide social program inventory and needs assessment, this report therefore includes a series of recommendations tailored to the service requirements of a discrete census tract. While each neighborhood is to some extent different from all others, the methodology employed in the target census tract was developed as a field exercise in planning for the coordinated delivery of social services. Though a few substantive adjustments may be necessary to accommodate the needs of other municipalities, the techniques employed in Garland provide a planning procedures package that may be of use to communities interested in creating or expanding a social services delivery system.
