Abstract:In Hartley and Rao (1978), a general procedure for estimating the variance of target parameter estimates directly from the reported content items of standard multistage surveys was developed. This dissertation extends their procedure to include general multistage survey designs with non-negligible sampling fractions and either equal or unequal probability sampling in each stage. For several forms of the general survey model, interviewer and coder allocation criteria which guarantee the estimability of the non-sampling variance components are derived. Methods for estimating the total variance of population target parameter estimates which comply with standard survey sampling designs and interviewer and coder allocation patterns are developed.
