| Abstract: | An analysis of zero-base budgeting as applied to Tarleton State University, Stephenville, Texas, in the fiscal years 1976 and 1977. The study explains how zero-base budgeting is used in a Texas system of higher education. An investigation is then made through interviews and statistical analysis to determine if the technique is more efficient and effective for allocating the states funds than methods used prior to the introduction of ZBB. The study concludes with recommendations for improvement and change. |
