520 3 |a A background and framework is provided for a systems approach to the study of both formal and informal perceptions of migration and minority group integration programs and policies. The question of the international migration of workers is addressed through a focus on Turks in Munich and Mexicans in Houston. In order to approach such a comparative study of Turks in Munich and Mexicans in Houston, one must first gain a broad-based understanding of the issue from both an international and a national perspective. The works of a number of other researchers and scholars have served as a valuable data input for this systems approach. The question of the migratory forces impacting the cities of Houston and Munich becomes of necessity both a microcosm of migratory forces impacting whole nations and the result of thousands of individual decisions. Therefore, a background to the present examination was provided through studies of an international focus as well as accounts of a more personal level. Against this background, the urban and regional system itself could be examined and information regarding migration gathered from organizations and individuals involved in a variety of concerns. While the urban level provides a logical complement to works of both a macro and an experiential focus, the urban system in itself comprises a myriad of other systems. An examination of economic considerations, legal concerns, education, social and family conditions was therefore useful, again benefiting from widely-ranging theoretical and empirical sources of study. ...
