The research procedure utilized involves examination of four separate environmental planning components within the Army: organizational, procedural, technical, and command. The literature is examined for each component. In addition, the environmental officers at 43 major Army installations were surveyed by mail. The results of the survey provide information concerning the working level of environmental planning at Army installations. The combination of the research components, the literature review, and the installation survey identify clearly the current status of environmental planning at the installation level and provide a basis for effectively evaluating environmental planning within the United States Army in other than public works.
